    Idle Surge

The '66 is running pretty well, aside from oil in cylinders 4 and 6. What's got me perplexed is an annoying idle surge. Unless I keep the idle at 1k, it's pretty bad. I replaced the PCV valve and air cleaner. I tested the base of the carb and what I could reach of the intake/head seals with carb cleaner and the idle doesn't change. I have noticed that the idle mixture screw doesn't move the needle on the vacuum gauge at all.

That passage is likely plugged up. Pull the screw out, spray the shit out of the opening in the carb with some high quality carb cleaner, re-seat the screw and back it off 1.5 turns. Adjust from there with vacuum gauge.
